The cover of PC 98 was designed by Tim Graham and James Mackay and harks back to early Penguin and Pelican Specials. The rear has the following paragraphs.

"Edgar Mowrer wrote Germany Puts the Clock Back in 1933, as Hitler took power, resulting in the author's expulsion from Germany. The book was published as the first Penguin Special, 85 years ago, in 1937, with a new chapter added on the worsening situation.

Penguin Specials, by reporting quickly on the tensions of the late 1930s, moved Penguin from being a reprint house to one taking a leading role in current affairs publishing. By providing up-to-date books on military and political developments Specials made a significant contribution to the war effort. With Pelicans, they also laid some of the foundations of post-war reconstruction – politically and socially."
